Morningside G.A.M.E.R.S. Constitution
Article I. Name and Purpose
Section 1.
This organization shall be called the Morningside G.A.M.E.R.S. or as it is
commonly referred to GAMERS.
Section 2.
The club’s purpose is to further the pursuit of game playing and gaming
education on the Morningside campus, and to provide a comfortable atmosphere for
these activities.
Section 3.
The organization forbids secrecy, membership is granted to all registered
Morningside students, faculty, and staff who express interest in gaming.
Article II. Membership
Section 1.
Any member of the Morningside College community is eligible for membership in
the Morningside G.A.M.E.R.S. Membership will consist of: members, members in
standing, members in good standing, and associate members.
1. Any student of Morningside
College expressing an interest in the
club and who attends at least one general club meeting per year will be
considered a member.
2. If a member has attended at least two of the
six most recent general club meetings, including any meeting in progress, that
member will be considered a member in standing.
3. If a member has attended at least two of the last three most recent general club meetings, including any meeting in progress,
and is familiar with the current constitution that member will be considered a
member in good standing.
4. Any Alumni or interested non-student member of Morningside College and the surrounding
communities will be considered an associate member of the club if they so desire
and will not be eligible for member in standing or member in good standing
status.
Article III. Officers
Section 1.
The G.A.M.E.R.S. shall elect officers once a year in the fourth full month of
the spring semester as it is set by the college.
Section 2.
All officers must meet the membership eligibility requirement set forth in
Article II, Section 1 and remain members in good standing according to the
requirements set forth in that section.
Section 3:
The elected officers at the beginning of the school year shall establish who
shall hold the offices of Historian and Webmaster. These officers will meet in
private session to consider who is best suited to fill the position.
Section 4.
The elected officers are to have the following duties.
Duties of All Officers
1. To remain, during their term in office, a
member in good standing.
2. To delegate their duties and functions,
except for remaining in good standing, to another member of the club in good
standing and with the consent of the other officers, if said officer is unable
to fulfill his/her duties temporarily.
3. To regularly attend general club meetings
and officer meetings.
Duties of the
President
1. Presides at, and keeps order over all
meetings of the clubs and officers.
2. To assume or delegate the duties and
functions of any officer absent from a meeting for any reason .
3. To create committees, as needed, per
article IX: Committees.
4. To assume or delegate any duties not
explicitly stated in the constitution.
Duties of the
Vice-President
1. Preside over meetings in the event of the
absence of the President
Duties of the
Secretary
1. To take minutes at all general club and
officer meetings and be responsible for reading said minutes at the next general
club meeting.
2. To maintain the list of current club
members. In order to make the best use of the clubs resources, only members in
standing and members in good standing will be retained on any club mailing list.
3. To take attendance at general club meetings
in order to keep current the list of members, members in standing, members in
good standing, and associate members.
4. To verify the eligibility of all nominees
in an election.
Duties of the
Treasurer
1. To set up and maintain an account for the
Morningside G.A.M.E.R.S. at a local bank. All receipts and monies will be
deposited in the account and all disbursements will be made by check through
that account.
2. To report on the status of the account at
all general club meetings.
3. To handle all monetary affairs of the
Morningside G.A.M.E.R.S.
4. To carry out all pre-approved
reimbursements for the club out of the account, including prizes for
tournaments.
5. To obtain signatures on all checks.
6. To act as the representative of the club to
the Morningside College Student Government in all monetary affairs.
Duties of the
Gameskeeper
1. To maintain the games in the games cabinet.
2. To mark each game purchased by the
Morningside G.A.M.E.R.S. as purchased by the club.
3. To store in a safe location, maintain, and
keep track of the Morningside G.A.M.E.R.S. Games Cabinet and the contents
thereof.
Section 5.
If any officer neglects his/her duties, said officer will be dealt with
according to Article VII: Removal of Officers.
Section 6.
An advisor to the Morningside G.A.M.E.R.S. will be appointed by the unanimous
decision of the officers of the club and with the consent of the nominee. The
advisor will be invited to attend all meetings. The advisor is allowed to vote
at any meeting, which he/she attends, if he/she so desires.
Article IV. Voting
Section 1.
Voting members are defined as members in standing or good standing.
Section 2.
Voting members will signify their choice in a vote by raising their hand.
Section 3.
Only one vote per voting member will be counted in any general vote.
Section
4. No voting will take place unless a
quorum of members, consisting of fifty percent plus one member of the voting
members is present.
Section
5. Yes/No votes will be decided by a simple
majority, while multiple choice votes will be decided by plurality.
Section
6. Abstentions will not count towards any
vote total and no abstention will reduce the number of voting members for
purposes of defining a quorum as stated in Section 4 of this Article.
Article V. Election of Officers
Section 1.
Elected positions are President, Vice President, Secretary, Treasurer, and
Gameskeeper. All five positions are voting members for officer only votes.
Section 2.
Officers shall be elected at a business meeting in the month of April for the
coming fall term. All officers for the 2004-05 school year shall be elected
within four months after adoption of this constitution.
Section 3.
Nominations will be taken for offices. The member being nominated will be given
an opportunity to accept or decline the nomination. The member will not remain
on the ballot if they decline.
Section 4.
Nominations will take place at the meeting prior to elections.
Section 5.
Voting will be done by secret ballot.
Section 6.
If a nominee is not elected to the office they are running for they may be
bumped down to the list of those running for the next office if they wish.
Section 7.
All elections will be presided over by the current President. In the case that
he/she is a candidate in the current election, the election will be presided
over by the next officer in line who is not a candidate in the Presidential
election.
Section 8.
Four members, including one officer, may request, in writing, to the sponsor a
recall election of any or all elected officers. This written request must state
the need for such an election. A special meeting will be scheduled within five
school days upon receipt of the request, for the purpose of voting on whether or
not a recall election is necessary. Two thirds of the membership is required to
mandate a recall election. If a recall election is necessary, election of
officers will follow the procedures set forth in Article II, Section 2.
Section 9.
Officers shall be installed at the last social program or meeting of the school
year.
Article VI. Vacancies
Section 1.
Vacancies will be filled according to voting procedures as described in articles
IV and V.
Section 2.
Vacancies may only be filled at general club meetings.
Section 3.
Meetings during which Vacancies will be filled must be announced at the general
club meeting one week in advance.
Section 4.
The term of an officer elected to the vacant position will be for the remainder
of the current term of office.
Article VII. Removal of Officers
Section 1.
If an officer neglects or otherwise fails to perform the duties of his/her
respective office that officer may be removed by a two-thirds majority vote.
Section 2.
Meetings during which removal proceedings will take place must be announced at
the general club meeting at least one week in advance.
Section 3.
Officers may only be removed during general club meetings.
Article VIII. Meetings
Section 1.
General meetings shall be held on Friday nights at 6:30 PM unless otherwise
announced. All meetings will proceed according to Robert’s Rules of Order and is
hereby adopted by reference.
1. An invitation to attend all meetings of the
club and of the officers will be extended to the advisor of the club. The
advisor is allowed to participate in all votes that occur at any meeting he/she
attends if he/she so desires.
Section 2.
A quorum shall be fifty percent plus one member of the active membership.
Section 3.
The date and time of all officer meetings will be announced to all the members
of the club at the general club meeting prior to any meeting of the officers.
Section 4.
The results of any officers meeting, in the form of minutes, will be presented
to the club at the next general club meeting by the Secretary.
Section 5.
All voting taking place in an officers meeting will proceed according to the
terms of Article IV: Voting, except that a quorum is 100% of the officers.
Section 6.
Any member of the Morningside G.A.M.E.R.S. may attend a meeting of the officers
with the consent of at least two of the officers and the acknowledgement of the
President.
Section 7.
Officer meetings will not count towards standing within the club.
Article IX. Committees
Section 1.
Committees will be formed by the President to fulfill duties as needed.
Section 2.
Upon creation of any committee the President will do the following:
1. Assign a member of the officers to act as a
liaison between the committee and the officers.
2. Assign an interim chairman for the
committee.
Section 3.
The interim chairman will collect members for the committee and organize the
first meeting.
Section 4.
At the first meeting the committee will choose a permanent chair whose duty it
is to run the committee meetings and make regular status reports to the club at
all general club meetings.
Section 5.
The President must create the following committees at the 2nd general
meeting of the fall semester: Publicity and Constitution.
1. It is the role of the Constitution
Committee to review the constitution and to make amendments, as needed.
2. It is the role of the Publicity Committee
to organize and coordinate publicity for all campus wide club events.
Section 6.
All voting taking place in committee meetings will proceed according to the
terms of Article IV: Voting, except that a quorum is 100% of the committee
members.
Article X. Disbursements and Dues
Section 1. Disbursements from the Treasury for club expenditures shall be made by the Treasurer with authorization of the Officers
and shall be included in the minutes of its meetings.
Section 2. There shall be no dues for the club, unless determined
by a two thirds vote of the membership at the regular yearly election.
Article XI. Amendments
Section 1.
Any member in good standing may propose Amendments.
Section 2.
All proposed amendments must be in their final form and available to the members
of the club at least one meeting prior to voting.
Section 3.
All amendments to this constitution must have the vote of three fourths of the
membership.
Section 4.
All amendments shall be subject to review and approval by the Morningside
College Student Government.
Article XII. Ratification and Review
Section
1. Ratification of this Constitution
renders all previous constitutions of the Morningside G.A.M.E.R.S. null and
void.
Section
2. A three-fourths majority vote is needed
to pass any Ratification.
Section
3. This constitution is to be reviewed
annually by a Constitutional Committee formed according to the terms of Article
IX: Committees.
1. Any revisions of this document will be made
at that time
2. This revision may, but does not
necessarily, include any amendments to this constitution.
3. All revisions will require re-ratification
of this constitution.
